Louis J. Caprino, Jr., CPP, CFIO, CHS-V, brings 29 years of service in the Federal
Bureau of Investigation to his assignment as chair of Vincennes University’s Homeland
Security and Public Safety program. Caprino was formally assigned in Los Angeles,
Calif. where he was in charge of the largest white-collar crime and cybercrime divisions
in the FBI. He had oversight of the Joint Terrorism Task Force, which included task
force officers representing the LAPD, LA County Sheriff’s Department, the California
Highway Patrol, the LA County District Attorney’s Office,
The Bureau of Customs and Immigration Enforcement, and the U.S. Air Force Office of
Special Investigation. He had oversight of all special mission/critical incident response
groups, including the Evidence Response Team, the Hazardous Material Response Team,
the Underwater Search Evidence Response Team, the Rapid Deployment Tea, Weapons of
Mass Destruction, Crisis Negotiation Team, the Special Agent Bomb Techs, and Special
Weapons and Tactics (SWAT). Caprino is one of fewer than 20 FBI Special Agents who
have the distinction of being FBI Certified Intelligence Officers (FCIO). In addition,
Caprino is a Certified Protection Professional (CPP).
Caprino’s FBI assignments included service in New York, Indianapolis, and FBI Headquarters
in Washington D.C. From 1998-2003, Caprino served as the FBI’s Legal Attache and was
accredited to the U.S. Embassies in Canberra, Australia; Wellington, New Zealand;
Suva, Fiji; and Port Moresby, Papua New Guinea. While assigned overseas, Caprino worked
closely with members of the embassy country teams on assignments involving all of
the FBI’s investigative programs including violent crime, white collar crime, cybercrime,
counterterrorism, and counterintelligence. In addition, Caprino was assigned on a
temporary basis as the Legal Attache in the U.S. Embassy in Singapore and had oversight
of FBI investigations in Singapore, Malaysia, Kuala Lumpur and Brunei.
Caprino holds a Bachelor of Arts degree from the State University of New York at Oneonta
and a Masters of Arts degree from the State University of New York at Stony Brook.
Prior to joining the FBI, Caprino taught Secondary Education Spanish at the Three
Village School District on Long Island New York and was a member of the Suffolk County
Auxiliary Police.
